In order to reach that goal you need to establish a large developer base that is giving you enough attention and provide 1st class apps.  This year Microsoft hosted over 850 developer session, that is 3 times as much as last year, which had a positive effect regarding to Flurry:

Microsoft’s Share grew 600% within the last 12 months and the Windows Phone has now 6% of all new project starts vs. 1% for RIM’s BlackBerry. Probably more impressive than outpacing RIM is that in June Microsoft Windows and Android project starts were equal.
